Romania Slot Machines Class 1 Gaming License

A Supervisory Committee within the ONJN is assessing the applications and granting the particular licenses/authorizations required by the law.

The slot games are part of the traditional games category and are of three types, as follows:

  • slot machine games with unlimited stakes and winnings;
  • slot machine games by means of electronic devices allocating limited risk winnings;
  • video lottery or VLT games.

Below will specify the essential conditions requested by the legislation in order to grant the license and authorization specific to Class 1 gambling:

  • the minimum number of gaming devices that can be operated by the same operator is 75 electronic devices with unlimited stakes and winnings and/or electronic devices allocating limited risk winnings, including gaming stations or terminals set up in a single entity;
  • it is permitted to operate in the same space two or more categories of slot machines only if the space for the operation of each activity is delimited separately within the location;
  • The means of play through which the activity of slot machines with unlimited stakes and winnings is carried out must be connected by means of a standardized communication protocol that does not use analog signals taken from the signal generator for electromechanical meters, serial type, to a centralized computer system, in accordance with the order of the President of ONJN. The centralized computer system will be connected to a terminal located at ONJN or in the location indicated by it and will allow the authority access to the organizer’s database;

The number of slot machines that can be operated, for each location, is:

  • minimum 20 slot-machines in the games room for Bucharest or minimum 12 slot-machines in the games room located in other localities than Bucharest. In the spaces where this type of activity is carried out as the main activity, only economic activities such as bar and restaurant;
  • maximum three electronic devices assigning limited risk winnings, for the spaces where other economic activities are carried out, the location, organization, and operation of the respective gaming mean being made distinctly within the location only by one organizer;
  • maximum of five slot machines for authorized betting locations.
  • at least 50 interconnected game equipment in the jack-pot game system, if the game equipment is operated in at least two locations;
  • at least two game terminals (stations) for slot machine games that are built in a single entity and in which the operation is performed from several game terminals (stations);
  • at least two slot machines, for locations authorized for temporary gambling activity.

Licensing and authorization fees

I. Gambling organizer’s license fees (annual):

Lottery games: EUR 115 000
Mutual betting: EUR 45 000
Fixed-rate betting: EUR 25 000
Counterpart betting: EUR 25 000
Games of chance characteristic to casinos: EUR 95 000
Games of chance characteristic to poker clubs: EUR 15 000
Slot machine-type games: EUR 20 000
Bingo games taking place in gambling halls: EUR 10 000
Bingo games of chance organized via television network systems: EUR 70 000
Remote games of chance, there are three categories of license as follow:
1st Class Licence: This is granted to operators organizing remote games of chance, who have direct contracts with players, and is calculated according to the organizer’s turnover.
2nd Class Licence: for legal persons involved in the field of traditional and remote games of chance, as well as conformity evaluation bodies. This is subject to a fee of EUR 6000/ year.
3rd Class Licence: for the State monopoly remote games provided for in Article 10(1)(h) of the Emergency Ordinance.

Mutual betting – traditional: 16 % of the organizer’s income from games of chance, as defined in Article 11 of this Emergency Ordinance, but not less than:     EUR 90 000
Fixed-rate betting – traditional: 16 % of the organizer’s income from games of chance, as defined in Article 11 of this Emergency Ordinance, but not less than:     EUR 90 000
Counterpart betting – traditional: 16 % of the organizer’s income from games of chance, as defined in Article 11 of this Emergency Ordinance, but not less than:     EUR 90 000
Games of chance characteristic to casinos:
for each table, in the city of Bucharest:     EUR 60 000
for each table, in other locations than the city of Bucharest:     EUR 30 000
Poker clubs:
for each premise, in the city of Bucharest:     EUR 70 000
for each premise, in locations other than the city of Bucharest:     EUR 30 000
Each slot machine-type piece of gaming equipment:
Slot machine Class A   EUR 2 600
Electronic devices offering limited-risk winnings, Class B   EUR 1 500
Bingo games taking place in gambling halls:   EUR 7 000
for each hall, as well as 3 % of the nominal value of cards purchased from Imprimeria Naţională SA, the Romanian National Printing Company, which is paid in advance to the State Treasury; a payment order endorsed by the treasury is presented when the cards are collected
Bingo games of chance organized via television network systems: 16 % of the organizer’s income, as defined in Article 11 of this Emergency Ordinance, but not less than EUR 115 000
1st Class remote games of chance: 16 % of the organizer’s income from games of chance, as they are defined in Article 11 of this Emergency Ordinance but no less than EUR 100 000
3rd Class remote games of chance: 16 % of the organizer’s income from games of chance, as they are defined in Article 11 of this Emergency Ordinance but no less than  EUR 100 000

Tombola (raffle) type of games – traditional game: 16% of the organizer’s income from games of chance, as they are defined in Article 11 of this Emergency Ordinance.

Special fees:

A. For video lottery (VLT): 3 % applied to the licensed operator’s income from games of chance. The fee will be transferred in full to the State budget by the 25th day (inclusive) of the following month, in respect of the previous month. The collected fee will be allocated annually under the State Budget Law to the Ministry of Youth and Sport for supporting sports activities at the national level, as well as the financing of sports clubs, centers for children and juniors.

B. Access fee – entry ticket:

  • for games of chance characteristic to casinos:                 RON 50
  • for games of chance characteristic to poker clubs:            RON 30

C.  Vice fee for games of chance characteristic to slot machines provided ad art. 10(1) letter e) point (i) for video lottery (VLT): EUR 400/authorized station/year, to be paid by the organizer together with the license fee.

D. Administration fees for the remote gambling license application:

Documentation analysis fee: EUR 2.500 paid upon submission of the application for a remote gambling license, together with submission of the documents provided for in this Emergency Ordinance;

License fee: EUR 8.500/year/license.

  • The standard application form;
  • Description of the documents submitted for analysis;
  • Company Registration Certificate;
  • The good standing certificate issued by the Trade Register Office;
  • Contract and/or power of attorney for the authorized representative in Romania;
  • Police approval granted to all legal representatives/associates holding at least 5% of the shares/administrators;
  • Criminal record certificate for the legal representatives/associates/administrators;
  • Fiscal good standing certificate;
  • Affidavit of the legal representative/authorized representative;
  • Affidavit of the legal representative and of the authorized representative of the economic operator that it is not, directly or through intermediaries, related to the activities whose events are subject to bets for which the organization license is requested;
  • Proof of the existence of the centralized computer system / its certification;
  • Proof of ownership or use of intellectual property rights used by the gambling operator.
  1. The application form;
  2. A detailed description of the activity;
  3. The operating rules of each game;
  4. Documents certifying the right of ownership or use for the betting shops;
  5. The rules of the organization and conduct of business;
  6. Documents showing the right of use granted to the organizer by the owner of the computer program;
  7. Proof of the establishment of the guarantee fund;
  8. Affidavit from the organizer that the spaces correspond from the sanitary point of view and respect the norms of the P.S.I.
