Georgia’s prime minister has approved a new set of restrictions tightening gambling laws. Only land-based casinos can offer online games.
According to a new package of legislative changes, the prime minister of Georgia, Irakli Garibashvili, has tightened the country’s gambling laws. The online casino license can be obtained by licensed land-based casinos and by companies interested in operating only online.
This change allows land-based casino operators such as Adjara Group, BetLive, Crystalbet, Europabet, Leaderbet, Krokobet, Iveria and others to apply for online casino licenses and compete with online-only firms. The Government also plans to issue a license to operate an online casino for a yearly fee of 5 million ₾ (approximately 1.6 million EUR).

In November 2022, the government amended the legislation and introduced separate gambling licenses for certain verticals. This way, the operators could no longer branch out without obtaining an additional permit. Annual license fees for each type of gambling; online casino, slots and bets were set at 100,000 ₾ (approx. EUR 35,580).
Garibashvili declared that they implement new rules to combat gambling addiction and massive use of unlicensed gambling sites abroad. Over the past two years, Garibashvili has implemented several changes to tighten the rules. One of these is raising the minimum gambling age from 18 to 25. Another change is introducing new taxes: 10 percent on gross gaming revenue, along with 2% player winnings.
Another change implemented by the prime minister is the restriction of access to gambling halls for civil servants and those who receive government assistance. There have also been protests against these changes from the operators, saying that they limit the companies’ ability to attract foreign investment. In particular, the raising of the legal age for gambling was criticized, with operators arguing that the executive order is illegal.
