Chile online gambling license: where the law stands

Chile is one of the largest unlicensed online markets in Latin America. Online gambling is illegal unless expressly authorized, ISPs must block offshore sites, and the bill that would create licenses is still in the Senate. Positioning now matters more than applying.

Short answer

Chile does not yet issue online gambling licenses. Only land-based casinos are licensed, by the Superintendencia de Casinos de Juego (SCJ) under Law 19.995. A Supreme Court ruling of 30 September 2025 confirmed that unauthorized online gambling is illegal and ordered ISPs to block offshore sites. The online betting bill (Boletín 14.838-03) passed the Chamber of Deputies in 2023 and remains in the Senate. It would create licenses, require local incorporation and allow regulators to refuse operators that served Chile in the 12 months before the law.

Can I get an online gambling license in Chile?

Not yet. Chile licenses only land-based casinos. The online betting bill (Boletín 14.838-03) is still in the Senate.

Is online gambling legal in Chile?

No. The Supreme Court held on 30 September 2025 that online gambling not expressly authorized by law is illegal, and ordered internet providers to block offshore sites.

What will the Chilean law require?
