Key points from the report

A market in channel transition. The base case of RON 19.7 billion assumes online growth broadly offsets a sharp contraction in retail slots after the local-permission rules of OUG 7/2026. The estimated online share reaches about 70% — a model output, not a measured market share. Read our analysis of how slot authorizations collapsed in 2026 and the Romanian gambling licensing framework.

Price the full operating burden. For a remote Class I operator the main annual national charges are EUR 300,000 for the license, a EUR 500,000 contribution and the greater of 30% of GGR or EUR 480,000 for authorization — a percentage that overtakes the minimum at EUR 1.6 million GGR. See Romania Class I licensing.

Make supplier controls contractual. Class II obligations can require technical access controls and monthly reporting that a customer warranty alone cannot satisfy. See Romania Class II licensing.

Complete the AML transition before July. Regulation (EU) 2024/1624 applies to in-scope gambling providers from 10 July 2027; implementation work belongs in the 2026–2027 budget.

How the forecast is built

For each segment, 2027 GGR = 2024 GGR × (1 + 2025 rate) × (1 + 2026 rate) × (1 + 2027 rate). The historical anchor is reported 2024 declared GGR of RON 19.1 billion (online 9.8, slots 7.8, other 1.5), as reported by Mediafax from the Court of Accounts’ ONJN audit. All growth rates are the report’s disclosed assumptions; there is no verified 2025 or 2026 actual in the bridge.

The range is a planning envelope, not a statistical confidence interval: use the base case for an initial plan, the downside for funding resilience and the upside for capacity planning. A 5-point change in 2027 online growth moves the total by about RON 0.63 billion; a 10% revision of the 2024 baseline moves it by about RON 1.97 billion.

Primary sources include OUG 77/2009 as amended by Laws 141/2025 and 239/2025, OUG 7/2026, HG 111/2016, ONJN Orders 79/2025, 33/2025 and 370/2021, CNA Decision 573/2025, Regulation (EU) 2024/1624 and the European Commission’s May 2026 forecast for Romania.
