Senator Jeremy Miller to introduce sports betting bill in Minnesota

The Office of Senator Jeremy Miller (R-Winona) unveiled details of the plan to introduce the Minnesota Sports Betting Act.

“It’s time to authorize sports betting in Minnesota,” Miller said, “As other states move to authorize sports betting, Minnesota is falling behind. We are the only state in the region where it remains fully illegal to bet on sports. The Minnesota Sports Betting Act is a fair and responsible proposal to authorize sports betting here in Minnesota. This proposal is good for the tribes, it’s good for the horse racing tracks, it’s good for the professional sports teams, and most importantly, it’s good for the folks who like to bet on sports here in Minnesota. This is long overdue and it’s time to get it done!”

In a 2022 poll from KSTP/SurveyUSA, 64% of Minnesotans declared they support legalizing sports betting and 57% said they think mobile sports betting should also be allowed.

The new Minnesota bill will allow the native American tribes, the two horse racing tracks and professional sports team to offer sports betting.

According to Senator Miller’s office, the bill also includes the option for each tribe to receive a primary mobile license to conduct mobile sports betting. Also introduced was the possibility to collaborate with a professional sports team in Minnesota or with a horse racing track to make sports bets on mobile. Tribes can use the Primary Mobile License, the Partnership Mobile License, or both.

After many attempts of legalizing the sports betting, state senator Jeremy Miller declared his intention to make another push to legalize sports betting in Minnesota. The last effort failed last year because of differences between House and Senate proposals.

The Minnesota Indian Gaming Association (MIGA) also opposed earlier versions of the bill. While the association did not immediately issue a statement regarding Miller’s proposal, it released a statement earlier in the session saying:

“(MIGA) and its 10 tribal nations support the state’s efforts to authorize sports betting both on tribal gaming properties and through online/mobile platforms. Tribes are best positioned to provide this new offering to the state’s consumers. MIGA and its members will closely monitor the progress of the state legislation and look forward to working with other stakeholders to develop an approach that benefits Minnesota while protecting the Indian gaming operations that tribal communities rely on and rural areas for jobs and economic health.”

The reasoning behind this bill to legalize sports betting in Minnesota goes beyond the want of the people, as Americans across the country in 2022 garnered an online sports wagering revenue of more than $80 billion.

Minnesota’s revenue from the sports betting program is divided equally into four different sectors:

  • 25% for tax relief for charities.
  • 25% for mental health and problem gambling support.
  • 25% for major sporting events.
  • 25% for grants to support youth sports throughout Minnesota.

Miller said he has bipartisan support but had not yet shown his proposal to others because he was finalizing the wording of the bill.

In person sports betting would be allowed at Minnesota’s two horse racing tracks: Canterbury Park in Shakopee and Running Aces in Columbus. The bill would also allow on-site betting for Minnesota sports teams and temporary licenses for big sporting events, such as the Super Bowl, Final Four, Big Ten Championships, PGA events and WWE events.
