Beehive Gaming Solutions, a provider of iGaming platform technology, obtained a Romanian Class II license from the National Gambling Office (ONJN) in May 2025. The license covers the production and distribution of gambling software and lets Beehive supply operators licensed in Romania. Szilaghi Consulting handled the project from company formation to the ONJN decision.

The license
ONJN’s Class II (B2B) license is the supplier license under OUG 77/2009. It is required for any business that provides gambling-related products or services to a Romanian Class 1 operator, including platforms, game content, aggregation, hosting and payments. Beehive’s license covers the production and distribution of specialized gambling software, which allows it to integrate its platform with ONJN-licensed operators.
For a platform provider, the license is also a commercial credential. Romanian operators may contract only Class 2 holders, and an EU-regulated supplier license supports onboarding with operators and payment partners elsewhere.

What a Class II file for a platform provider involves
A platform provider’s ONJN dossier is heavier than its fee suggests. The work on a file like Beehive’s typically covers:
- Corporate and fit-and-proper documents for the company, its directors and every holder of 5% or more, with criminal-record certificates from each country of residence;
- Financial evidence, including paid-up capital and a 12-month forecast for a new company;
- Technical documentation: architecture and data-flow diagrams, hosting, backup and disaster-recovery specifications, access control and incident response;
- Certification of the platform and RNG by a laboratory recognized by ONJN;
- Source-code registration for the software modules being licensed, with a storage and destruction procedure;
- AML/CFT and responsible-gambling policies under Law 129/2019;
- Representation: a Romanian address and a power of attorney before ONJN, with documents translated into Romanian and apostilled where issued abroad.
Most of the calendar time goes on laboratory reports and translations rather than on ONJN’s review, which runs to 30 days once the file is complete.

What applies now (2026)
The Class 2 regime has stayed stable on cost while the obligations around it have tightened:
- Fees: €10,500 one-off issuance fee, then €20,000 annual license fee and €15,000 annual responsible-gambling contribution: €45,500 in year 1 and €35,000 a year after. The amounts are fixed and do not depend on revenue.
- Validity: 10 years, conditional on paying the annual amounts and passing ONJN checks.
- Timeline: about 2–3 months on a clean file.
- Who you may serve: Class 2 holders may not provide services to unlicensed operators targeting Romanian players or to domains on the ONJN blacklist. See the ban on Class II suppliers serving unlicensed sites.
- Regulator: applications are decided by ONJN’s Supervisory Committee. ONJN’s president since August 2026 is Valentin-Ioan Tomescu.
