27 May 2025. Slot game developer Spinocchio has obtained a Class II license from Romania’s National Gambling Office (ONJN) for the production and distribution of gambling software. Szilaghi Consulting advised on the project from company formation to the issue of the license.

The license

The Class II license allows Spinocchio to supply its slot games and casino software to operators holding a Romanian Class I license. Romanian law requires every supplier of gambling software, platforms, payments, hosting, testing or affiliate traffic to a Romanian operator to hold a Class II license. Licensed operators may contract only with Class II holders.

The license is issued for a defined activity category, not for individual games. Spinocchio’s category, production and distribution of gambling software, covers its full catalog for Romanian operators. A move into another category, such as aggregation, would need a further ONJN application.

A clarification on scope: the original version of this announcement said the license gave access to “regulated EU markets.” It does not. A Romanian license covers Romania only. What it does provide is supervision by an EU member-state regulator, which operators, payment partners and auditors in other markets take into account when they assess a supplier.

Why slot studios apply in Romania

For a content studio, the Romanian Class II license is a low fixed cost for a regulated market. The license fee and contribution do not rise with revenue, there is no tax on GGR and no financial guarantee. The ONJN register is public, so operators can confirm a supplier’s status before integration. Slots are central to the Romanian online offer, and the ONJN register listed 28 Class I license rows covering 92 domains on 5 October 2026. A studio without the license cannot reach any of those operators.

What the process involved

The application required three things:

  • Regulatory compliance. Corporate documents, policies on anti-money laundering under Law 129/2019, responsible gambling and data protection, and the forms required by HG 111/2016.
  • Due diligence. Background and fit-and-proper checks on shareholders and directors, with criminal-record certificates and apostilled, translated corporate records.
  • Technical certification. Game and RNG certificates from an accredited testing laboratory recognized by ONJN, and source-code registration for the games supplied.

Szilaghi Consulting’s role covered company formation, application strategy, regulatory representation, the compliance documentation and all correspondence with ONJN in Romanian.

Client comment

Agoshkov Pavlo, Director of Spinocchio, said: “We’re thrilled to have partnered with Szilaghi Consulting.” He credited the team’s professionalism, precision and knowledge of Romanian gambling law for a smooth and efficient process, and said the choice was right for establishing a regulated EU presence.

What applies now (2026)

The basic terms of the Class II license have not changed since Spinocchio’s grant. It costs €10,500 once, then a €20,000 annual license fee and a €15,000 annual responsible-gambling contribution: €45,500 in year 1 and €35,000 a year after. It is valid for 10 years, and there is no GGR tax or guarantee.

The obligations around it have grown:

  • Law 141/2025. Since July 2025, Class II suppliers of gambling software must use their own geolocation to detect players in Romania, ask operators to block access to unlicensed platforms, and report monthly to ONJN by the 10th of the following month. Details are in the Class II supplier ban.
  • Client screening. A studio may not supply any domain on the ONJN blacklist, which listed 2,881 domains on 25 September 2026.
  • Renewal planning. How the 10-year term is renewed is covered in the 2026 regulation update.
