In short: Romanian Class II license granted, with game certification supported. Client: Bulgarian gaming company (Bulgaria → Romania).
The challenge
A Bulgarian gaming company wanted to expand into Romania's regulated iGaming market.
It needed a Romanian Class II license and help with the certification requirements for its gaming content. Both countries are EU member states, but their licensing, technical and compliance rules differ.
The challenge was twofold: authorization as a B2B supplier, and the technical certification of its games, two processes the company needed to understand together.
Our approach
We prepared and coordinated the Class II application before ONJN, assisting with the corporate and regulatory documentation, clarifying the requirements and supporting the client through the procedure.
We also assisted with the certification requirements for the client's gaming content, helping it through the procedures and coordinating the documentation. Our approach kept company-level authorization and the technical requirements for individual games or systems distinct, while treating both as part of one market-entry plan.
The outcome
The Bulgarian company obtained its Romanian Class II gambling license.
We also assisted with the applicable game certification procedures, helping the client address the technical and regulatory requirements for its content.
Why it matters
For game developers and software suppliers, market access can involve more than a company-level license.
Technical certification, product documentation and local requirements may also need to be addressed before games go live.
Client details are withheld by policy. Romanian Class II licensees can be checked in the ONJN public register; references are available on request, with the client's consent.
