Helping a Malta-based iGaming aggregator secure a Romanian Class II gambling license

Romania · B2B licensing · Game aggregation

In short: Romanian Class II license granted for game aggregation. Client: Malta-based iGaming aggregation company (Malta → Romania).

The challenge

A Malta-based iGaming aggregation company wanted to expand its services into Romania's regulated online gambling market.

As a provider connecting casino operators with many game developers through one aggregation platform, the company had to make sure its activities complied with Romania's B2B licensing requirements.

Entering the market required a clear understanding of the framework administered by the National Gambling Office (ONJN) and a properly structured application.

Our approach

Szilaghi Consulting assisted the client throughout the Romanian Class II licensing process with regulatory guidance and practical support.

We assessed the business model against the licensing framework, identified the required documentation, prepared the application and coordinated the regulatory process. We also addressed the compliance considerations specific to offering game aggregation to licensed Romanian operators.

The outcome

The aggregator obtained its Romanian Class II gambling license.

The license gave the company the B2B authorization required for its activities in Romania and strengthened its ability to contract with operators in the Romanian market.

Why it matters

For international aggregators, expansion is more than connecting game portfolios to new operators: regulatory authorization is part of a sustainable presence in a regulated market.

This project reflects our experience guiding international gaming technology providers through Romanian licensing requirements.

Client details are withheld by policy. Romanian Class II licensees can be checked in the ONJN public register; references are available on request, with the client's consent.
