ONJN’s Class II license is the supplier license under OUG 77/2009. Any business that provides gambling-related products or services to a Romanian Class I operator needs one: game studios, platforms, aggregators, hosting providers and payment processors.
For a game studio, the license is the condition for entering the Romanian market. Romanian Class I operators may integrate only games from Class II-licensed suppliers, so an unlicensed studio cannot go live with any Romanian operator.
1X2 Network develops slots and table games for operators in regulated markets, and has held a B2B supplier license from the Malta Gaming Authority since January 2020. The Romanian license adds one of the EU’s regulated online markets to its footprint.
What a studio’s Class II file involves
ONJN examines both the company and the games that will reach Romanian players:
- Corporate and fit-and-proper documents for the company, its directors and its significant shareholders, with criminal-record certificates, and disclosure of the ownership chain up to the ultimate beneficial owners;
- Financial evidence, including financial statements;
- Technical documentation for the games and the systems that serve them;
- Certification of the games by a testing laboratory recognized by ONJN;
- AML/CFT policies under Law 129/2019;
- Representation: an authorized representative in Romania and a power of attorney before ONJN, with documents translated into Romanian and apostilled where issued abroad.
Once ONJN approves the file, the first-year license fee must be paid by the 25th of the following month. The license then takes effect on the first day of the month after payment, which is why a license approved on 29 April 2022 took effect on 1 June 2022.
Where a Malta company stands
A Class II license does not require a Romanian permanent establishment. A company established in the EU or EEA, such as 1X2 Network Malta Ltd, holds the license in its own name through an authorized representative in Romania, who receives ONJN correspondence and keeps the license in good standing. A supplier from outside the EU or EEA applies through a Romanian company (SRL).
What Szilaghi Consulting does
For 1X2 Network Malta Ltd, we:
- supported the preparation and filing of the ONJN application;
- act as the company’s authorized representative in Romania and its registered contact with ONJN;
- maintain its Romanian tax registration and electronic filing access;
- manage the annual payments and filings that keep the license in force.
What the license holder must do now
Getting the license is the start of the obligations, not the end:
- Annual payments: the license fee for each following year is paid in advance. Missing it puts the license at risk.
- Fees are rising: GO 15/2022, published in Monitorul Oficial no. 716 of 15 July 2022, replaces the fee annex of OUG 77/2009 and raises the annual remote Class II fee from €6,000 to €9,500. See GO 15/2022 and the new licensing fees.
- Changes: changes to shareholders, directors or the games supplied must be notified to ONJN.
- Operators: the games can now be integrated by Romanian Class I operators; supply for Romanian players should go only to operators that hold a valid Class I license.
- Certification: each new game must be certified by an ONJN-recognized laboratory before it goes live in Romania.
Update, October 2026
The rules have moved on since this license was issued:
- Fees: OUG 82/2023 replaced the fee annex in October 2023. A Class II license now costs a €20,000 annual license fee plus a €15,000 annual responsible-gambling contribution, after a one-off €10,500 issuance fee (taxa de eliberare a licenței).
- Reporting: since Law 141/2025, Class II licensees for gambling software must geolocate players independently, report to ONJN on request the countries and operators through which players reach their system, and file a monthly report by the 10th on players blocked because an operator without a Class I license gave access from Romania. See Class II reporting obligations under Law 141/2025.
- Unlicensed operators: a Class II holder may not supply unlicensed operators targeting Romanian players or domains on the ONJN blacklist, on pain of revocation. See the ban on Class II suppliers serving unlicensed sites.
1X2 Network Malta Ltd’s license runs until 2032. For what an existing supplier needs to keep in order, see how a Romanian Class II supplier stays operational, compliant and commercially viable.
