In short: Romanian Class II license granted for approved B2B gaming activities. Client: Estonia-based game development studio (Estonia → Romania).
The challenge
An Estonia-based game development studio wanted to make its gaming content available in Romania's regulated gambling market.
Despite operating within the European Union, the studio had to comply with the Romanian rules on the supply of gaming software and related B2B services.
The client needed support with the registration and regulatory arrangements in Romania and with securing its Class II license.
Our approach
Szilaghi Consulting assisted the company with the legal and regulatory steps for Romanian market entry: reviewing its corporate structure and intended activities, handling the Romanian registration requirements and preparing the licensing documentation.
We guided the client through the ONJN application, making sure the information and supporting documents reflected both its Estonian corporate structure and its proposed services in Romania, and kept the process understandable for an international technology business.
The outcome
The Estonian studio completed its Romanian registration and obtained the ONJN Class II gambling license.
The license provides the Romanian authorization for the studio's approved B2B gaming activities.
Why it matters
Estonia and Romania are both EU member states, but gambling regulation remains primarily national.
Establishment in one EU country does not authorize a company to supply regulated gambling services in another.
Client details are withheld by policy. Romanian Class II licensees can be checked in the ONJN public register; references are available on request, with the client's consent.
