The Nevis Online Gaming Authority (NOGA) opened applications for a standalone prediction-market license on 30 October 2026. The application forms and full license conditions went online on 2 November 2026. NOGA’s fee schedule lists €18,000 for a B2C or a B2B prediction-market license, due on submission, and €18,000 for each annual renewal.
The license covers platforms where users buy and sell contracts on the outcome of future events. It is a separate category from NOGA’s B2C and B2B iGaming licenses, which cost €28,000 (see our Nevis gambling license guide). A Nevis license does not override the gambling, derivatives, financial-services or consumer-protection laws of the countries where customers are located.
What NOGA has announced
NOGA describes the license as built around how prediction markets work, not adapted from rules written for online casinos and sportsbooks. On a prediction market, users trade contracts with each other. The operator provides the trading infrastructure and is not necessarily the counterparty to each trade, unlike a bookmaker that sets odds and takes the other side of every bet.
Contracts may cover sports, elections, economic data and cultural events. That list sets the scope NOGA will review; it does not approve every contract in those categories. Existing NOGA B2C or B2B licensees that want to offer prediction markets must apply separately: their current license does not extend to them.

What the license costs
NOGA’s published fee schedule sets the prediction-market license at €18,000, the same for B2C and B2B, against €28,000 for the standard iGaming license. Fees are due on submission, annual fees are payable in advance, and NOGA does not refund processed applications.
| NOGA fee | Amount |
|---|---|
| B2C prediction-market license | €18,000 on submission |
| B2B prediction-market license | €18,000 on submission |
| Prediction-market license renewal | €18,000 a year |
| Additional URL | €750 per licensing cycle |
| Sub-domains (up to 49 / 50 or more) | €35 / €15 each per licensing cycle |
| Due diligence on a new director, shareholder or UBO | €1,000 per request |
| Material change in ownership | €5,000 per request |
The €18,000 is not the whole budget. Add the Nevis company and registered agent, key-person due diligence, technical review of the trading platform, any local officers the license conditions require, payment onboarding and professional fees. NOGA’s application page also mentions an application processing fee paid through a secure link before portal access, without stating the amount, so confirm the full schedule with NOGA before budgeting. The Nevis company itself is covered in Nevis company formation.
What NOGA expects from applicants
The license conditions focus on the risks specific to event contracts:
- Event rules. Each market needs clear rules for defining the event, determining the result and handling disputes.
- Resolution source. Outcomes must be verified against a credible, identified source, with a fallback if the source fails or corrects its data.
- Manipulation and insider trading. Monitoring must detect trading on non-public information and attempts to influence outcomes. This matters most where the operator, its staff or an affiliated market maker also trade.
- Customer funds. Player balances and open positions must be safeguarded.
- AML/KYC. Full identity verification and transaction monitoring under Nevis requirements.
A casino or sportsbook compliance file does not cover these points. Each contract should state the event, the closing conditions, the settlement time, the evidence source and what happens if the outcome cannot be verified. For B2B suppliers, the responsibility matrix must separate what the supplier does from what the licensed operator keeps.
How to apply
NOGA’s application page sets out four steps:
- Incorporate in Nevis. The applicant must hold a Certificate of Incorporation from the Nevis Corporate Registry. Companies not yet registered incorporate through an authorized corporate service provider.
- Request the application. Email NOGA’s licensing team with the incorporation documents and state whether the application is B2C or B2B.
- Pay the processing fee. After checking the documents, NOGA sends a secure payment link. Payment is accepted in major currencies, including cryptocurrency.
- Submit through the portal. Once payment is confirmed, NOGA sends a link to the online licensing portal for the full application.
The documents include the application form, a personal information form for each key person, a UBO declaration, and source-of-funds and source-of-wealth declarations. NOGA also publishes the license conditions, a requirements list and a restricted-countries list. It does not state a processing time, and there is no basis yet to assume the 8–12 weeks typical of a standard Nevis license.
Before paying anything, settle in writing what the business is: operator, exchange, market maker or supplier; which contracts it will list; who controls the resolution source and disputes; and which countries are excluded. A cheaper license cannot fix a product that is classified wrongly or sold where it is not allowed.
A Nevis license does not open other markets
A Nevis prediction-market license gives no right to serve customers in markets that require their own license:
- United States. Event contracts are supervised as derivatives by the Commodity Futures Trading Commission (CFTC), and the line between federal event contracts and state sports-betting laws is being contested.
- United Kingdom. Betting on events needs a Gambling Commission license, or FCA authorization where the contract is a financial instrument.
- European Union. There is no gambling passport. Several regulators have acted against platforms without a national license; in Romania, ONJN blacklisted Polymarket in October 2025.
Geofencing, residence checks and the terms of service must match the markets the platform actually excludes. Accepting crypto deposits, running wallets or issuing tokens can trigger obligations beyond the gaming license. To compare the license with other offshore and onshore options, see gambling license jurisdictions compared.
Banking and payments
NOGA says a dedicated category gives payment providers and commercial partners a clearer reference point. It does not oblige any bank, EMI or acquirer to onboard a Nevis-licensed prediction market. Providers will review the markets served, the beneficial owners, the flow of funds, how customer balances are held, the excluded event categories and AML monitoring. Plan merchant onboarding as its own workstream, with a flow-of-funds diagram and written confirmation of the licensed activity and the permitted countries.
